The Electoral System
Germany elects the Bundestag using a mixed-member proportional representation system. Each voter has two votes: the first vote for a direct candidate in the constituency and the second vote for a party list. The second vote determines the seat distribution in the Bundestag.
5% Threshold
Parties must receive at least 5% of the second votes or win three direct mandates to enter the Bundestag. This threshold is designed to prevent fragmentation of parliament.
