Historical Comparison

Federal Election 2025

On 23.02.2025, the election for the 18th German Bundestag took place. With a voter turnout of 82,5%, Germans elected 654 members to parliament.

The Electoral System

Germany elects the Bundestag using a mixed-member proportional representation system. Each voter has two votes: the first vote for a direct candidate in the constituency and the second vote for a party list. The second vote determines the seat distribution in the Bundestag.

5% Threshold

Parties must receive at least 5% of the second votes or win three direct mandates to enter the Bundestag. This threshold is designed to prevent fragmentation of parliament.
